Did you try the Lubuntu alternate iso file? It uses the debian installer
(the same text mode installer as is used in the mini.iso). Maybe that
will work better.

I'm actually helping out with a largish amount of desktops and we need
netinstall so I pxe boot and mount whatever iso etc. This works and
right now I'm using the Lubuntu cd mounted remotely, however the
Ubiquity installer (the gui installer for ubuntu) has some bugs that are
really annoying (like problems with dmraid misreading windows disks or
not picking up the dhcp hostname). Also the mini iso combined with the
local deb mirror makes installs a lot faster.
I tried with the server and it's the same problem.
That said this may be more of a problem with sogou than anything else,
after removing ibus, deleting all settings I could actually enable
pinyin. However sogou is the most popular input method for chinese and
I'm asked to support that.

Is there a reason, why you start from the mini.iso instead of from a
Lubuntu iso file (for example that you must install from a CD disk)?
You could also try starting from the Ubuntu Server iso file (which is
also small enough to boot from a CD disk).
