Yeah I was thinking the same thing when is read the OP.
I have my setup to type in Japanese as well as English and Swedish.
For Swedish I could just change the keyboard layout, but for Japanese I had
to install anthy and ibus-anthy in order for Japanese to be an input method
choice.
The way I understand it ibus allows you to choose an input method, but the
files necessary for that input method must be installed before ibus can
enable you to choose it.
