Eu tive essa dúvida, pois em um simulado, essa mesma questão estava assinalada 
a opção A

A. The administrator reboots the system with a recovery disk and checks the 
root file system for errors with fsck.

Mas realmente, pela lógica é a opção C mesmo.

Acredito que a C é a correta, pois além de identificar, você deve
corrigir o problema. Com a opção C, você não executa o init e cai
direto no prompt do shell, permitindo a sua correção.
