This isn't a two step problem. Thinking about it as a two step problem is what causes designs like brainstorm and wishlist bugs in launchpad to fail. Problem -> Possible Solution -> Technical Research -> Design Research -> Scheduling and Resource Management -> Commitment -> Release -> Publishing One of the missing elements to brainstorm, lp:bugs, lp:blueprints and many bounty type systems is that they lack the capacity to a) work on the research and design b) account for the research and design time c) tie project resources together to reduce administration. So you end up with wishes being far too noisy and vague and developers with no interest in spending time to develop those ideas into a plan.
