What about countries which code is shared for country AND language? Acording to that rule, the Spanish (as in country) community should be "ubuntu-es", but the language code is "es" too, and the spanish team (as in language) was created earlier, so they took "ubuntu-es" and then we used agreed with the community manager to use "ubuntu-es-es" for the country team.
