I am not sure whether this would work for a country like India where, there are large number of folks using various locales and mostly -en India is a country with a wide variety of users speaking different languages[1]. Not sure how this issue can be resolved, though the idea seems to be nice. A solution to this issue could be to aggregate all indian language locales into a single country code.
