c3df9d58c75e0f89ca95e947804d65e79a491adc moves ClangTidy options under the
Diagnostics section of .clangd config, and enables parsing of it.
It would be very helpful to have this in the 12 release, because config files
formats last forever. (The ClangTidy options have not been in a stable release
yet).
Unfortunately I didn't manage to land the change in time, so requesting a
cherrypick.
