I've repeated the experiment with 2.6.28. There is no improvement; I'm still getting the "can't allocate mem resource" messages. I've included the log below, with debug turned on in the specific pci files you mentioned, and with the debug flag passed to the kernel. At the end of the log, I did an lspci, and also looked at /sys/bus/pci. As you will see, the resources are all zero. I can also try again with one of the "master" or "next" trees.
