[PATCH] ARC: [plat-hsdk]: enable creg-gpio controller

[Eugeniy Paltsev]

HSDK SOC has CREG GPIO controller which can be used to control
SPI chip select lines.
Enable it in preparation of enabling SPI peripherals.
