Hello:
Your modem might not be detecting the presence of a dial tone. Add the
init string ATX1 to /etc/wvdial.conf under the [Dialer Defaults] section
like this -
[Dialer Defaults]
Modem = /dev/ttyS1
Baud = 115200
Init1 = ATZ
Init2 = ATX1S10=250
KPPP also has the option of setting init strings.
