They offer gemalto IDBridge CT30 which they claim it works with gov.il. Now
there are 2 secrets.
IDBridge CT30 has the same ID USB 08e6:3438 (as your card reader) when you
run lsusb.

The 2n secret, this card reader can be bought for 10nis from rav kav
offices.  I worked with this card reader for rav kav in a virtual machine
with windows.
According to gov.il
https://www.gov.il/he/pages/software_smartid  you have to install their exe
program.

So, one path to go is to install a virtual machine for her with windows and
use it.

Option 2 is to use a software from gemalto

You have there a version for linux too. Maybe it will work, and you need a
bunch of packages. See this link.

As a testing environment  you can try first with rav kav based on these
programs.
I hope these links are a starter to help her out. Simple browser without
their exe file/gemalto software for linux won't work.
I don't have a biometric id and made a gov.il account and worked with them
quite well.
She already created an account with biometric id?
