What do you mean by "coordinated development"? You yourself mentioned
R - it is OSS, runs on Linux, has a very developed community, sports
companies that provide Enterprise versions (e.g., Revolution
Analytics). I have not used SPSS for about 20 years or so, but I use R
practically daily.

Eh, have you tried simple Google searches combining the subjects with
the names of major Israeli universities? Or just browse the
universities' websites - there are just a few major universities in
this country, after all. 

It is easy to find stuff like

at TAU, and I am sure other universities will have something or other
as well.
