It does not matter. It is a general license as the GPL is.
If MS says at their download site that a product is covered by this
license( ies4linux automatically download IE from there), it is covered
by such license. No matter if the product is explicitly or implicitly
included into the license as the GPL does not include the terms¨ GNU/
Linux¨ or¨ Linux¨).
But I think that the real point is that The Israeli government in¨
association¨ with Microsoft if forcing its citizens to purchase or use a
Microsoft´s license for accessing its websites. I can resume the only
ways for regular citizens to use IE as pay for a MS license, pay for a
Mac, pay for an internet cafe, find somebody that will pay for you the
previous alternatives or go to a public library with its limitations. 
i think that it is unfair and maybe ilegal, existing other free
alternatives that even showed to be superior in many technical aspects.
