If you load the existing il xkb keymap and don't try to build one on 
your own, you won't have problems.

Actually, X has its own internal characters keys mappings, which
generally is not a simple representation of unicode.

Right. You can also use an equivalent configuration in
XF86Config/xorg.conf

The linux console's keyboard mapping is a whole different story.
