Why settle for a Tah Koli when you can have a full blown voice mail system, 
complete with several voicemail boxes, IVR menus, recieve voicemail as email 
attachments, music on hold etc which also happens to functions as a complete 
PBX solution which also does VoIP?

Just grab Asterisk from http://www.asterisk.org/ and you're set.

Mind you, you need a Ministry of communication approval to connect this to the 
Bezeq network and I have no idea if it has one or doesn't.
