If you have XFree86 4.3 and KDE keyboard layout switcher (the small
applet in the panel) - disable the later, otherwise XKB layout switching
will not work.

Start looking for information on XKB via google.  In addition, the
official site http://www.xfree86.org/ has, finally, some relevant info.
