I appreciate the help I received, but I'm very certain this switch is not
configurable - it has no serial port, the CD that came with it doesn't have
any executables (only manual pages), nothing in the docs mentions
configuration of some kind, and there's no buttons or switches (except the
uplink switch).
However, I received enough 'hints' to suspect the problem is with the duplex
settings, and since I couldn't configure the switch, I configured the
windows machine to use half duplex (instead of being in 'auto' mode), and
this seemed to have solved the problem completely.

Lesson to be learned: I recommend buying switches that can be configured in
some way (although I bought this switch for almost the price of a hub, and
one of the reasons for the low price was probably its simplicity and lack of
sophisticated features).
