Hi,

Things to try:

I think that you can connect to other ISPs as a guest.
It will be quite expensive but you will be able to check if the problem
is with your ISP.
Another thing to try: Windowz connection.

Those tests will allow you to find if the problem is with Linux, ISP or
Bezeq.
