As far as I am aware of, the utility for time configuration is distro
dependent:
[16:46:39 /tmp]$ locate timeconfig
[16:53:44 /tmp]$ locate tzconfig
/usr/sbin/tzconfig
/usr/share/man/man1/tzconfig.1.gz
[16:53:54 /tmp]$
