Ah, I'm not sure how recent those versions are. It's likely you still
have to specify the sbd_device on the primitive in the CIB there.

No. You cannot configure "watchdog" to look at the sbd devices in a
fashion similar to what sbd does. "watchdog" and "sbd" are incompatible.
