I suppose I could go through the motions of doing this, but Red Hat will likely (and correctly) point out that clusterlabs is a third-party repo. Since the RHEL package (or at least the downstream CentOS version of it) will install and run just fine on systems not using the clusterlabs repo, this really doesn't seem to be a Red Hat or CentOS problem (at least from their point of view).
