Kevin, Caveat lector: I'm a newbie to linux-HA, but I think I understand this one.
Assuming you're using a recent edition of the crm; I think you can use the location rule (in configuration) to set the score (chance of being located somewhere) to 60/primary 40/backup so that it will fail to the node 'backup', but if the node 'primary' is available, it will be brought up there instead. With a 0% score on any other nodes, it wouldn't ever be located elsewhere by the crm. I would like to know how the "desire to spread the resource load evenly" is determined?
