Until the 1960s—for hundreds of thousands of years--humans made music and entertained huge crowds WITHOUT electronic amplification. Can't Lincoln simply require that music events NOT use electronic amplification?
Further, someone (Dan Peretta?) ought to investigate the emergence over the past decade of “silent concerts & dance parties.” These are large events at which wireless headphones are rented to all attendees. This is not a novelty, it’s real. “Silent concerts” have been successfully performed in major cities like San Francisco, New York City, Chicago and there are producing organizations here in New England that will provide all of the equipment needed. Either “no amplification allowed” or the "silent concert" approach would certainly work at venues like DeCordova and Pierce House and could be written into contracts. D.
