This is an example of a more general phenomenon. Bad drivers do things that rule-makers disapprove of, but breaking the rules is not what makes them bad drivers. For example, cell phone use while driving has been found to be an effect rather than a cause.
I have no difficulty walking along Page Road, which is the same width, carries the same traffic volume (according to the MassDOT road inventory), and is much less straight.
