hwpack-install asks for confirmation of not authenticated packages

Bug description:
when using hwpack-install i get asked like:
Do you want to continue [Y/n]? WARNING: The following packages cannot be
authenticated!
linux-image-linaro-vexpress u-boot-linaro-ca9x4-ct-vxp
Install these packages without verification [y/N]?
i think this is because we don't sign the Packages file in the hwpack. Doing
that and whitelisting that
during install would probably help.
