Adding the PPA should achieve the necessary thing. qemu-linaro is the name of the source package: the generated binary packages you need are called qemu-kvm (from the main archive) and qemu-user-static (from the PPA). However, the dependencies for linaro-image-tools should pull these in automatically. What's the exact problem you're seeing when trying to install? What output do you get from apt-cache policy linaro-image-tools ?
