No.  Please make a report to bug-lilypond so that it gets added to the
wishlist.

I think it's quite a common clef, actually. I come across a moderate amount of alto clef stuff (naturally, seeing as I'm a trombonist :-) and I've met exactly this clef (up a third, of course) on many occasions.
