Please forgive my ignorance, but why don't Arabic lyrics work in Lilypond? 
AFAIK, Lilypond supports full UTF-8 (provided the DejaVu font has the 
appropriate glyphs). Attached is an example with some arabic text copied from 
the wikipedia page on the arabic script. The corresponding PDF is on our 
server:

As you can see, the lyrics work just fine. If they don't work, that might be a 
problem with the users' text editor not supporting UTF-8 -- at least Lilypond 
does...

Also note that Lilypond no longer uses TeX as its backend.

I think that this package should really be included with Lilypond (and your 
docs file in the Lilypond docs, maybe somthing like a section 2.9 (after 
ancient notation) in the docs for version 2.11), but then I don't have 
authority to decide anything...
