I was able to get .ly files associated with LilyPond.exe by going into
Settings -> Apps -> Default apps and searching for the `.ly` file type.
Then in `Select a default app for .ly file` scroll all the way to the
bottom and it will say `Choose an app on your PC.`  Then choose
lilypond.exe in your LilyPond bin folder.
