That makes sense to me. The Frescobaldo keyboard shortcuts are all, for my Linux version, Meta-Ctrl-?. If TAB moves around fields in dialog windows, then it makes sense that Ctrl-Tab might shift between those dialogs, or in this case the various Tool palettes, etc.
