Here's another hack:

But that's probably not what you're after. 
New attempt: Increase the minimum length for beamed stems:

  \override Stem.details.beamed-minimum-free-lengths = #'(5 5 5)
  c'8[
  b'16\rest
  c'16] |
  \revert Stem.details.beamed-minimum-free-lengths

}
