As mentioned previously, I believe (unless Walter is running OS 10.3) that the db42-shlibs is only available from the unstable tree.
The Fink volunteers have really done an excellent job of providing answers to most questions, (IMHO). I'd suggest going to

and do a bit of reading.
If additional help is needed, the fink mailing lists are an excellent source.
