I discovered it just yesterday.
So is there a way to get LilyPond's build-dependencies on that distro
(either a list of dependencies to install manually or by pinning it to
an older release?

Yesterday I was updating LilyDev to stretch (now testing) and I found
that ttf- packages are no more in Debian. But lilypond configure does
not complain. And same for xfonts-intl packages. Maybe recent changes
by Masamichi changed the dependencies? I did not investigate.
I think that you can ignore these packages:
ttf-dejavu
ttf-freefont
ttf-kochi-gothic
ttf-kochi-mincho
xfonts-intl-arabic
xfonts-intl-asian
xfonts-intl-chinese
xfonts-intl-chinese-big
xfonts-intl-european
xfonts-intl-japanese
