They're not. A TextScript is one particular type of Layout Object. It's not really a Graphical Object (grob), although the distinction between Layout and Graphical Objects has been lost now. And these terms should only be used to reference items in the output document. Regarding the change itself, you don't need to add anything here - the second form is already documented a few lines lower. But, ideally, these two examples should be combined using something like: "The command @code{\footnote} can be placed before the item to which the footnote is to be attached or immediately after it as an annotation.
