Absolutely! Failing that, sharing the same language and/or country and/or time zone (or sleep cycle, for those who refuse to submit to the tyranny of the sun ;) can help. Meh, I don't care about recruiting people. At least, as far as I'm concerned, that's not the point of this proposal. I think we need *much* more of a culture of mentorship before we could honestly approach one of those programs (or even just google code!) for new contributors.
