Could it? Define the "half-flat" as a bit less than half a semitone, then.

Of, course, I suggested to set it to E36, which I think also sounds good, but the guy who made the "official" version just went ahead and set it to E24.

But that would not solve the underlying problems: transpositions may still come out wrong, though less chance, and one cannot reach tunings like E53 (Pythagorean).
