Sorry, that should be m and m. C-Db is m and C-C# plus a diesis is m.
So the goal is to distinguish m from m.
I answered, but here again:
C to Db is m, C to to C# is M - m, and C to C# plus a E31 tonestep
can be described as double-flats, double sharps or by adding a
neutral second. Those three different possibilities have different
musical function, that ill show up if the intonation is changed.
