I think you'll find that this was caused by setting between-system-padding
to zero in the paper block. Setting it to something larger than zero,
though, causes the music to spill over onto another page. I suggest that we
solve this by making the page-breaker use a different variable for
determining padding than is used for actually laying out the systems -- this
way the distance between neighbouring systems and the density of systems on
a page can be tweaked separately.
