Hmm.  What if that app is emacs?  You drop a .ly file onto emacs icon,
emacs starts, loads the file in lilypond-mode; could lilypond-mode
detect that emacs started because a .ly file was dropped and do

  C-c C-c  (run ly2dvi)
  C-c C-c  (run xdvi)

for you?  Or is a separate drag-and-drop app really that easy to make
in Cygwin, python maybe?
