The script implements a "wizard" for a package maintainer who is using
libtool. Since the doc node "Updating version info" is in the libtool manual,
the natural place for it is in libtool.

The main reason that I added the script to gnulib in 2019 was that at that
time, libtool was essentially unmaintained. (The previous libtool release had
been in 2015.)

Ugh, that would be backwards. The gnulib git repository serves as a place that
distributes individual files from various projects (config.guess from config,
install-sh from automake, texinfo.tex from texinfo, install.texi from
autoconf, mini-gmp.c from gmp, etc. This is for developer convenience,
especially for files that vary independently of releases. So, it would be
possible that gnulib mirrors the script from its upstream location in
libtool.
