Not quite. However, it IS true that if your program links against cygwin1.dll, AND you distribute it, you must EITHER provide it under an open source license (GPL being one of the acceptable licenses, but other open licenses work as well), OR you must buy a cygwin license from Red Hat. Hence one of the reasons that mingw is still popular, because it breaks the dependency on cygwin1.dll, thus allowing non-open source models.
