Earlier comments aside, I'm very happy to throw away a requirement for 7 and 5 year old Autoconf and Automake (resp) under any circumstances. I'm still a little worried that the Automake 1.11.1 requirement might leak out of 'required to bootstrap' and into 'required to use' however, which is why I'd like to test it some more to convince myself that I'm just being paranoid :) I wonder whether it is possible to write a test that looks for the oldest Automake and Autoconf we declare our support for, and rerun the relevant tests with them?
