I don't see any explicit timer handling directly in HelpTextWindow::SetHelpText at least, and in a quick test in my Windows 11 VM, the behavior (tooltip disappears after a few seconds when extended tips are disabled) is the same for me with the original HELPTEXTMAXLEN as with a modified one.

In any case, depending on what the desired behavior is, adjustments other than simply decreasing HELPTEXTMAXLEN might make sense. The main intention of my previous email was to point to the code responsible for the handling.

If you think that the current behavior of showing up to 150 characters in one line is a problem, I'd suggest to create a ticket in Bugzilla for further discussion.
(To me, this sounds like a topic for the UX team to discuss/decide.)
