In general wordwrap for the tooltips (in balloon or not) would benefit
from a wrap at ~< 80 ch.
But isn't the time out for the tooltips set from Expert Configuration?
The stanza 'HelpTipSeconds', defaults to 4, and the associated
'IsHelpTipsDisappear' in Expert Config defaults to True.
IIRC they used to be on Tools -> Options -> Accessibility panel.
