    tdf#153560  corrections to "up to level" and "Format"
    
      * Following decision in tdf#147004, comment 20, the actual rule
        used by "Up to level" is included in the documentation. Also
        needed to modify description, because level is not only
        referring to heading numbers.
    
      * Simplify "Format" description for type "Heading".
