AFAIK everybody uses 3.82 on Windows (special edition from contrib/dev-tools/tree/make-3.82-gbuild). With stock 3.81 the build breaks (sometimes I do make instead of /opt/lo/bin/make by mistake and I always fail!). 3.82 from Cygwin is also buggy, Fridrich had problems with it, if I remember correctly. So don't worry about this requirement.
