In fact there is http://opengrok.go-oo.org/xref/components/setup_native/source/packinfo/spellchecker_selection.txt that can be used. The information in this file can be hacked into the respective trans_<lang>.mst files, so they will give sensible defaults. If you agree, I'll file a bug and start to work on implementation details.
