Under the project's MUFFIN (My User Friendly & Flexible INterface) "Notebook
Bar" (NB) are the framework in source that brought in GTKbuilder XML as .UI to
organize assemblages of UNO commands into multiple user selectable interfaces
of differing layouts, intended to supplement the legacy and fully supported
Menu - Toolbar - Dialog & Sidebar of the 'Standard' UI.

As implemented for bug 121174, all of the NB flavors respond to
NotebookbarColorTransparency and each module presents an LO branding color for
the module as noted in comment 0

The NB 'Tabbed UI' is sort of organized to resemble the Microsoft Ribbon UI,
but does not in any way implement the Ribbon API (the NB assemblages are
somewhat static). So, if a user doesn't like it, or one of the other NB flavors
because of the per-module coloring, they don't need to use them.

This enhancement request is to provide some control in UI for the transparency
level, instead of just the current 'expert configuration' stanza changes where
it is just one of hundreds of user customizable UI settings.

Note that the per module color "feature" is not implemented in the 'Standard'
UI, so folks concerned with the per-module coloring can easily avoid it via the
"hamburger" -> User Interface... dialog selection.
