That restart requirement in the "Tools > Options > Appearance > Use white document background" is an implementation issue, which should be fixed. I remember that this button was even working without restart until some time. There are some issues changing the UI dark/light mode in Windows without restart, but that button does not change the UI dark/light mode. With the current master, the button does not work for me at all.
