Description:
In the Tabbed UI for LibreOffice 26.8 it is unclear that a restart is required
to change to dark and light mode.
Under the view tab there is a crescent moon icon to switch to dark/light mode.
In Windows the only action that occurs after choosing this is the title bar
changes colour. To actually switch to dark mode requires a restart of
LibreOffice.
The tool tip for this icon should be amended to indicate that a restart needs
to be undertaken.
Steps to Reproduce:
1.launch LibreOffice in Tabbed mode
2.Select the View tab
3.select crescent moon icon for changing to dark mode.

Expected Results:
That the mode is changed to dark mode eventually, but in the shorter term the
tool tip is amended to indicate a restart of LibreOffice is required. This
helps to inform our users and reduce confusion.

Change to dark mode eventually, but for now display information for the tool
tip that to actually enter dark mode you must restart.
